When Luginbill was a player, he set the all-time national junior college passing record while representing Palomar Junior College in San Diego. With an 11-0 record, Palomar won the JUCO National Championship in 1992 and 1993. Before transferring to Georgia Tech, he became one of the most highly recruited junior college players in the country. Following the dismissal of Georgia Tech coach Bill Lewis and one season as the starting quarterback for the Yellow Jackets, Luginbill moved to Division I-AA Eastern Kentucky.

Luginbill received a bachelor’s degree in sociology from Eastern Kentucky and was recognized as the 1994 ACC Newcomer of the Year. In 1999, Marshall University awarded him a master’s degree in physical education as well.

After that, he signed a contract with the Arena Football League (AFL)’s Texas Terror for the 1996 campaign, and in 1997, he joined the Florida Bobcats as a player. He played quarterback in the AFL for two seasons before switching to coaching.

He worked as an assistant coach and player personnel for the NFL Europe’s Amsterdam Admirals in 1996 and 1997. His return to the AFL occurred in 1998. Before moving to Nashville to coach special teams for the Kats in 1999, he spent one season as the offensive coordinator and quarterback coach for the New York City Hawks. At the age of 25, Luginbill was hired as the Tennessee Valley Vipers’ head coach for the 2000 season in the Arena Football League 2, helping the team to the Arena Cup Finals.

In the off-seasons in Dallas and Detroit starting in 2002, Luginbill started working as a professional scout for the NFL Free Agency, NFL Europe, CFL, and Arena Football League. Following his final campaign with the Detroit Fury in 2004, he turned pro and joined Scouts Inc. as a full-time scout.
