The Hill newspaper named him one of the top lobbyists in Washington, D.C. Cardenas served on the Florida A&M University Board of Trustees.

Cárdenas was born in the Cuban capital of Havana. He attended St. Thomas Aquinas High School in Fort Lauderdale, Florida, and went on to earn an associate’s degree from Miami Dade Community College, a bachelor’s degree from Florida Atlantic University, and a Juris Doctorate from Seton Hall University.

He is a member of the Alpha Tau Omega fraternity’s Eta Mu chapter at Florida Atlantic University.

Throughout his career, Cardenas has been an active member of the Republican Party.

During the Ronald Reagan administration, he was in charge of the transition of the US Department of Commerce, and he was appointed the first US ambassador to St. Kitts and Nevis in 1983.

From 1985 to 1990, he served on the board of the Federal National Mortgage Association as a Reagan and George H. W. Bush appointee.

Cardenas was Vice-Chairman of the Republican Party of Florida for three terms and Chairman for two. He was also appointed to the Republican Party’s Executive Committee, the highest policy-making body within the Republican National Committee.

He was the first Hispanic to lead a major state party and remains Florida’s only Hispanic Republican Party Chairman. From 1976 to 2008, he served as a delegate for Florida at every Republican National Convention.

Cardenas took over as chairman of the American Conservative Union during CPAC 2011, following the retirement of then-chairman David Keene.

Cardenas resigned as Chairman of the American Conservative Union on June 1, 2014. Matt Schlapp took his place.

Cardenas was a senior adviser and fundraiser for Jeb Bush’s presidential campaign in 2016, which was later suspended.
